I've no idea (it may not even have been accurate Morse code anyway). I did wonder myself on a recent rewatch of LALD who he was sending the Morse code to. Presumably though it was to somebody in the vicinity like Leiter or Strutter?
He's messaging Quarrel Jr. He tells us so a bit later with the line "Meet the man who shares my hairbrush, Quarrel Jr".
