What Happened to SPECTRE?

Throughout much of the rest of the Bond films we hear nothing at all about SPECTRE even while there are other bad guys that Bond is fighting. How did all these guys do so well in their own projects without any connections to SPECTRE?

Because they had to - Eon were legally unable to use SPECTRE or Blofeld for many years.
