  If it's in an aeroplane and just three of them, it's The Living Daylights pre-credits sequence. If it's in a high celing lavish hall with huge paintings and the agents are seated, it's Thunderball.

  As already noted,other James Bond films may feature a few Double-Os together,but to reiterate, only Thunderball shows all of them together in the same room at the same time.
