Serious 'LOOKS' dont cut the mustard with me. You dont really feel that emotion from PB until TWINE, but you still dont really feel it.
PB was pretty average in GE, he was really good in the scenes with the girls but he comes off weak against a villian. Compare scenes with the villian and DC, he puts them on the spot. PB seems to strugle.

Brosnan serves up true anger against Trevelyan. That's something that Bond rarely has. He might have been average in some regard, but he was the total package as Bond.
Why not go for looks? There are certain physical features to fit Bond. Good hair and good looks have to be in there. Would you really want to see a bald Bond, or a really ugly Bond? I think DC is an okay Bond, but I don't dig a thick neck muscled up Bond.

I agree with you that Brosnan's scenes with villains (with a few exceptions) are not among the most memorable in the series, but I think this comes down to the scripts, rather than his performances (which IMO were always terrific.)

I thought he always just incredibly erratic with his acting choices, honestly he seemed to wing it every scene, scene after scene, movie after movie, with no identifiable (to me anyway) through-line for the character. The scripts were one thing, sure, but what he did with them was separate and distinct and very limited IMO.
