The rules that used to cover Swiss bank accounts changed when they joined the EU. It's not so cool anymore. But you can open them for low amounts and they are accessable worldwide.

You can open them via phone or the internet, but this is fraught with danger as there are plenty of scams, so do alot of research before attempting to open one online. A numbered Swiss bank account will still have your details attached to it but instead of using your name, you use a number. The bank will still have your personal details to hand, and this is accessable via warrant.

Swiss banks are more renound for their reliability and safety now, rather than the anonymity they used to offer.

Switzerland is not a member of the European Union. I understand that privacy is still a fundamental principle, despite pressure from several EU states and the USA. I am sure it is easy enough to open a Swiss bank account, but to open a Swiss bank account would require something most people don't have.
