In CR Bond is out of the game and Vesper will not finance him again and it's the CIA who put up the cash for Bond to play again, My question is Why is M after the winnings, shouldn't it go to the Americans who financed Bond.

Bond asked Leiter about what to do with the winnings, to wich Felix answered: "Does it look like we need the money?"

Given the current crisis, they probably do right now...

Traditionally any monies collected through clandestine operations has always gone back into the pot to be used specifically in unaccountable operations or towards widow/widower funds. Agents/intelligence officers have never been able to benefit financially themselves other than with creative expenses. This would leave them open to "other" financial offers from third parties.
