It IS the nosepiece (Purge Valve) from the diving mask first seen being worn by Bond when he first meets Domino and frees her leg from the coral reef. Continuity error here by the way as it's NOT the same mask he's wearing when he comes to the surface.
Later on the mask is seen being worn by both Bond and Domino right before they "scare the fishes"
