Is Bond really a policman?

It seems that his job involves going on missions (under his own name) and stopping bad things from happening. I can’t recall him having to take on a false identity (apart from in OHMSS). The novels seem more like detective or private eye stories than espionage ones.
Even SPECTRE is merely a gangster organisation with grandiose pretensions, and Bond, as Dr No said in the film, is just a glorified policeman. Is Bond meant to be a spy, anyway? Did Fleming intend him to be one? Is there a branch of MI6 that do the sort of police work that Bond does?
I suppose Fleming couldn’t make him a “proper” spy, as then the stories would be boring.
