Bond's Death in YOLT?

This is going to sound very foolish. I know Bond's death was staged in order to relieve some pressure. Give him some "elbow room" as M puts it. But in the PTS, we actually see Bond get shot and the blood appears, then the officer then pronounces him dead. Can anyone explain this to me?

    Moneypenny later asks 007 "How was the Chinese girl we fixed you up with?" so that partially answers my question. She was chosen by MI-6 and she was in on it, so it seems. I'm not sure if that's correct.

    The whole thing was a setup right down to Ling (guess MI6 decided to make it really look like Bond was caught with his pants down) but Bond never got to..sample the Peking duck.
