I personally think the cummerbund has had it's day. For me it conjures up images of the tacky 70's - Not a good look.

I disagree completely re the cummerbund having had its day. If worn correctly, its a valid and complimentary item that completes and compliments the panache of the complete outfit. The trick with all men's evening attire, is to make sure its subtle and understated. That's why the classic looks (which includes the cummerbund) always look good. The QoS midnight blue dinner suit is about as far as you can push the envelope tastefully.
I fully agree tacky fashion trends though- esp those seen in the seventies were awful! Such as over the top ruffles or power blue / orange suits. Urrgh!

I agree. Craig looks good in anything (well, except that outfit from the first Skyfall set photos), but most people look dated and awkward. I prefer the look of suspenders these days, though, I would say it is still worth owning a cummerbund just in case. There can be exceptions.
Between the 2 tuxedo waist coverings, I much prefer the traditional low-cut waistcoat/vest over the cummerbund. I think it looks much more elegant and formal than the cummerbund, although I know that both are equally acceptable. Brosnan's three-piece tuxedos with vests looked fantastic. With Craig's tuxedos having no waist covering & then a cummerbund, I wonder if it's time for him to sport a waistcoat with his dinner suit in Skyfall.

Well, waistcoats are the classic style admittedly, but there is one area where the low cut style and cummerbund don't work. When they are "propping up" a belly! If you even have a hint of overhang it will stand out.
Mr C going without in CR was to probably show off his frame and the bespoke nature of the shirt. In the ene, its what you are comfortable wearing and look good in to please yourself.

You have to look at the purpose they serve. Both a waistcoat and a cummerbund serve as a waist-covering. They both serve to hide the bottom of the shirt below where the studs end. They also conceal the waistband of the trousers. They're kind of what holds the outfit together underneath. Braces and side tabs serve to hold up the trousers. Trousers with side tabs can be worn with braces, as long as the tabs aren't used. For braces it's best to have just a little extra room in the waist. When it comes to wearing a suit, a belt and braces are not worn together because the serve the same purpose. In black tie, the cummerbund and waistcoat do not conflict with the braces. And when wearing a waistcoat it's especially helpful to wear braces because it keeps the trousers at a consistent height with the bottom of the waistcoat. A waistcoat also serves to hide the braces and a cummerbund hides the working parts of the braces.
I hope this explains why a waist-covering and braces both work well together for practical and aesthetic purposes.
