Title says it all. I feel like there is a big difference between seeing a beautiful woman as a pursuit and trying lots of things to get her, and falling in love and compromising yourself and the mission for her.

Bond is hard and ruthless, but he isn't a psychopath. He can't keep his guard up all the time. With the right woman, under the right circumstances, his guard comes down. This opens him up to love, which leads to tragedy and pain, and the guard goes right back up again. I don't consider this inconsistent, merely human.
I always felt that Fleming's Bond had a romantic and emotional side he kept well under wraps, partially due to his profession, and partially because it didn't want to be vulnerable. This took its toll on Bond in many ways: he broke down in tears at the end of LALD, was a total wreck after OHMSS, and was often under the watchful eye of the MI6 psychiatrist.
