Each Bond movie until John Barry's retirement from the series (including those he didn't do: LALD, TSWLM, FYEO) had a specific theme composed for it, whether or not it had lyrics and whether or not those lyrics included the title of the movie. This piece of music (I'm being very careful not to call it a song) is heard during the credits and integrated into the score.
Since that point (ie from LTK onwards) the sad practice of hiring one composer to write the score while another writes the title song has become prevalent*. This puts the score composer at a disadvantage both artistically and financially (he's already obliged to use the "James Bond Theme", and using a title theme he didn't write means he has to shoehorn two pieces of someone else's music into his score and not collect the relevant royalties later). David Arnold has fought against this, sometimes successfully (CR), sometimes not (DAD).
So... "Surrender" is the main theme for TND since Arnold integrates it into his score. Sadly, it's not the title song though. I say "sadly" because it's clearly the better piece of music... er, IMHO.

*it did happen a couple of times earlier, but there were specific reasons on those occasions. I could go into much, much more detail if anyone asks
