According to Norwegian media the proposition to get Syrian MWD's under international control was cooked up by the Norwegian and Swedish foreign ministers and their people. I probably shouldn't say this until we have seen if the idea actually works .... :v
Yes, but he has played a constructive role lately. Obama had put himself in a jam in this conflict (the "red line" etc.) and Putin is offering him a way out. Best case scenario the Russian (Scandinavian ? ?:) ) plan will also give the region a solution to the Syrian WMD problem without escalating or spreading the war.
I read it and I say this - Putin is a liar and a hypocrite who is not to be trusted. That being said, he makes several points about international law and cooperation that make a great deal of sense. Too bad those points aren't being made by an international leader with more credibility.

For some reason the idea of Assad not in control of the WMD's is even worse than the idea of him in control of them
USA and Russia has asked Norway and another NATO country spesificly to destroy Syria's nerve gas. It's assumed we recieved the request because we are stabile, uncontroversial and rich. I suspect there are two more reasons: the country is sparesly populated (e.g. The Netherlands might find the job harder) and we desperatly want to come across as nice.
USA and Russia have their hands full destroying their own nerve gass in their facilities, but the US (and perhaps Russia) has mobile facilities that can be used. I'm guessing Norway will say yes, but just as in real estate the problem is location. We would like to help, but no-one wants it to happen in their own region.
