Rather than make a list, I'll just say that after re watching Octopussy on Itv yesterday, Louis Jourdan. About as scary as Cliff Richard.

If you mean that the villain doesn't LOOK like a typical villain, that makes them scarier as their looks catch people off guard. Look at Aris Kristatos for example: looks like a kind uncle type character but i found his actions towards Bibi and when he threatens Jacoba Brink near the end terrifying. What about his attitude towards his heavy who gets knocked off the boat to be eaten by the sharks?

To quote Bond in DAD- "looks can be deceptive"

I don't know if Jourdan is scary, but he convinces me well enough. He plays it in a classy but menacing way that has its own intimidation to it.

I find Koskov, Renard, Greene, Gray's Blofeld to be the least convincing.

Gustav Graves in DAD. A bland villain, one of the reasons the movie was bad.

+1 For Gustav Graves being a bland Villain. Even though he is quite close to the Novel Version of Hugo Drax.

I liked old Gustav, -{ for me Gen Georgi Koskov was a weaker villain.

For me it's Blofeld as portrayed by Donald Pleasance. He is the weakest link in YOLT, one of the most entertaining Bond films. In OHMSS, Telly Savalas shows us how it should be done.

I remember reading that D Pleasance said basically it was three
Weeks work so he took the money and ran.

It's got to be Whitaker. I love Joe Don Baker and he makes a great Felix Leiter, er - Jack Wade, but the way he plays Whitaker is so clowny that it just doesn't resonate with me. I really love TLD but he really weakens it.
