The theme song to Skyfall was revealed on the 5th October 2012, three weeks before the film's London premiere. It will likely be the same with SPECTRE.

It's interesting that the first cut of "Skyfall" was recorded in October 2011, a year before the movie came out. Adele wasn't announced as the performer until about a month before the film came out (although there had been rumors much earlier) and the song was released on October 5, 2012.
Only Bond fans will no Shirley Bassey. Most people that go to the movie are unfortunately only going to know about the current music. Thus they would lose money if they gave it to Shirley. That way the only way to get her in is to have her duet with the new popular singer.
Plus there is the metaphor: Classic Bond merging with New Bond. Adhering to the classics while at the same time sending the series in a new direction, the way Skyfall set up
We shouldn't really go with Skyfall to find out when, because Spectre's teaser came out 2 months earlier than Skyfall's from the release, and the song is coming later than Spectre.

I'd like it if the theme song is dark and moody like the trailer. I'd like it even more if somehow the song has already been recorded and they snuck parts of the theme song into the teaser trailer.

From what I have seen of these two ladies, neither makes much of an impression as an actress. But as far as singing the theme song, I think either could do a spectacular job with the right song.
