I would still put her above Jinx. Rosie didn't have nearly as much screen time, and Bond doesn't like her either. Jinx, on the other hand, is a main character and has far more significance. The bad lines and a bad director ruined Jinx. The character doesn't work on any level. Looks can only go so far.
I just watched Die Another Day and I don't like Halle Berry in it, mainly because of her dialog. It made me wonder if she and Rosamund Pike should have switched roles.
Though Berry can be fine in certain roles, this one did not suit her, not because she doesn't have acting chops, but because of the star baggage and recognition she brought with her (and the pun laced dialogue didn't help). When I watch it, I just keep seeing Hally Berry - not a spy named Jinx. EON should have chosen a another competent American actress but more unknown or someone like Scarlett Johansson (her Black Widow role is much more convincing as a action character for me than Berry's) or even Milla Jovovich.

Scarlett Johansson would be a great Bond girl.
