As for Jaws he might've been pardoned for his murders since he helped 007 with Drax , although it sounds a bit far fetched when you consider he could've killed dozens of people prior to meeting 007
Zorin didn't really die...they never found his body in SF harbor....that's rather neat , don't you think :
