There are plenty of Bond films that don't have the full theme in the score, but I believe every score hints at it in some way.

You can't count the knock-off Bond films like CR67 and NSNA.

Yeah I didn't mean the full theme, but rather snippets of the theme etc

Nope, there are no official Bond films that do not include at least a snippet of the theme. The one that uses it least is CR, where it is deliberately withheld except for a bar or two until the very end, and QoS does much the same.

This list isn't exhaustive, but I'd be happy to provide more details if required:

    DN- Many times
    FRWL- Slightly less often. https://www.youtube.com/watch?v=CRSNWKQpiOI

From here on, it's usually integrated into the score.

    GF- "Oddjob's Pressing Engagement" https://www.youtube.com/watch?v=jHl6WQCb5S8
    TB- "Bond Meets Domino" https://www.youtube.com/watch?v=cIVyOPpPiRA
    YOLT- Little Nellie sequence
OHMSS- During PTS and Piz Gloria battle (the last time the original recording was heard*)
DAF- "Bond Meets Bambi & Thumper" https://www.youtube.com/watch?v=xVaI8uf4gjU
LALD- Bond's cab ride uptown ("Uptown? That's Harlem, man")
TMWTGG- "Let's Go Get 'Em" (the car chase) https://www.youtube.com/watch?v=39i8dqlg7Mw
TSWLM- Bond's ride on the observation camera
    MR- "Freefall" during the PTS
FYEO- The 2CV chase, the submarine scene
OP- During PTS, and when Bond drives a car along train tracks.
AVTAK- "MayDay Jumps" from the Eiffel Tower
    TLD- "Ice Chase" https://www.youtube.com/watch?v=UbeNFZyB7Fk
    LTK- During PTS
    GE- The tank chase https://www.youtube.com/watch?v=anfxljPXg7M
TND- "Backseat Driver" (BMW in car park) https://www.youtube.com/watch?v=E_9ut5Mv3Pk
TWINE- The boat chase along the Thames
    DAD- Hovercraft chase
    CR- As said above
    QoS- Similar to CR
    SF- Aston Martin's introduction
    SP- Who knows? Yet!

Sometimes just the vamp is used (Martin did this heavily) behind the film's main/secondary theme or as a linking piece. Under Barry, gradually the riff section (the guitar part everyone knows) was used less and the bebop section (the brass part) was used more, and when the riff section was used it was often played on other instruments. Arnold brought back the electric guitar and was (and hopefully will again be) just as likely to use the riff as the bebop.

    * in the films proper. It was still used in the trailers afterwards.
