Bond Reference in Today's Dick Tracy

I'm a fan of "Dick Tracy," especially the original strips by the series' creator, Chester Gould. The modern incarnation is nowhere near as good, but I still follow it, and I was amused to find a bit of a Bond reference when the evil Mr. Bribery (aka Mr. Bigg--signifcant?) makes his escape:

Could this be a long-delayed response to the AVTAK fire chief who replied he was Dick Tracy when Bond introduced himself?
