Honorable mention:
* Roger Moore as a Mexican in Moonraker. Wasn't necessary at all, but it was entertaining.
#10
Q as a Mexican (License to Kill)
What's even funnier than Bond as a Mexican? Q as a Mexican, with a walkie-talkie disguised as a broom.
#9
Henchman disguised as a Grieving Widow (Thunderball)
I found this one really funny. Bond catches on that it's an attacker in disguise and they have a noisy fight.
#8
Pierce Brosnan as a Russian Scientist (The World Is Not Enough)
Brosnan speaking in a cavalier Russian accent, with good English, raising a bit of suspicion.
#7
General Moon as Gustav Graves (Die Another Day)
I was surprised, but it made perfect sense seeing what happened with Zao.
#6
Daniel Craig as The Face of Death (Spectre)
Eon didn't want to make Craig too campy with a disguise. But they found a perfect disguise to iconographize Craig's morbid Bond.
#5
Timothy Dalton as a Mujahideen fighter (The Living Daylights)
This is extremely dated and embarassing, but Bond making the quick alliance and literally going to war against the Soviets is a memorable moment.
#4
Dr. Kanganga as the drug lord Mr. Big (Live and Let Die)
A leader of an opium-producing country as Kananga and a leader of a heroin cartel as Big. A perfect disguise.
#3
Spectre Henchman as James Bond (From Russia With Love)
The opening of FRWL was great. Just as I thought Bond was dead, it was only a random goon in a Spectre practice exercise.
#2
Roger Moore as a Circus Clown (Octopussy)
This has been subject to criticism, but it would make perfect sense to disguise yourself as a clown to defuse a bomb in a circus. Despite all the great humor, it's believable. Terrorists would put innocent lives in danger at a purely escapist entertainment event.
#1
George Lazenby as Sir Hilary Brey (On Her Majesty's Secret Service)
If you thought James Bond was sexy, wait till you see Sir Hily. He gets all the ladies, atop being an esteemed geneologist and a refined gentleman. He unfortunately outs himself because he focused more on the loving and less on hitting the books.

This ones here because it's so iconic, but stupid at the same time. Why have the duck at all?!?!?!
9. Blofeld's Willard Whyte and his drag - Diamonds Are Forever
Blofeld using the voice changer disguise over the phone is genius, and the audience doesn't have
A clue as to how he's doing it until it's explained.
I mention his drag because.......come on, it's so stupid. Yea, it takes away the menace of Blofeld,
But...........it certainly had an effect.
8. Bond as Bond - The Man With The Golden Gun
Ok, so this may be cheating, but I'm counting. Bond disguising himself as the mannequin of.....
himself. Genius.
7. Hilly - OHMSS
Probably the most famous of Bond's disguises, also showing Bond's talent of impersonations!
6. Alligator - Octopussy
Bond disguised as an Alligator. Need I say more.
5. Mr Big - Live And Let Die
Yeah, the make up isn't great, but this one is good because the disguise is so far from Kananga -
Kananga is a smooth dictator, whereas Mr Big is right at home in Harlem.
4. Necros' many disguises - The Living Daylights
Necros is one of the most underrated characters of Bond. Whereas Stamper or Hans had nothing
but their blonde hair going for them, Necros has his gimmick of different disguises. And it's a
great one, because it means he can pop up anywhere at anytime.
3. Skull - Spectre
This one is great. It simple and memorable.
2. "A third nipple, sir" - The Man With The Golden Gum
It's so stupid, it's perfect. And what makes it even better is Bond thinks he got away with it.
1. Clowning about - Octopussy
Bond puts on silly shoes, a yellow suit and clown make up......but it's perfect. The atmosphere is
Still there, and it adds to the suspense as no one takes him seriously.
