The World Is Not Enough probably has the worst action of the Brosnan series.

It had some good scenes: Bilbao bank, MI6, hot air balloon chase, torture scene but it never had anything really amazing or thrillng either.

The opening boat chase was poorly edited and gutted so that it could be part of the pre-title sequence. I think it was too early in the movie for a big chase scene, or at least one that's a standard boat chase. The snow/skiing scenes weren't memorable at all. The meeting of Renard and Jones resulted in some good action sequences, but at a certain point, with all the machines and such it got way too over the top. The bomb defusing scene was good. Watching a caviar factory being torn apart by helicopters with giant chainsaws for 20 minutes is the tipping point of where a Bond film just becomes a violence extravaganza. The conflicts with Bullion weren't interesting. The torture scene and the other scenes around that time were good. The submarine climax came out kind of sloppy.

Yeah, that really wasn't a very good ending at all! I mean I liked Bond getting into the Sub and all the antics before he gets to Renard but once the brawl starts between him and bond it's just extremely weak. Compared to how battered and bruised Bond was at the end of GE & TND, he's barely got a scratch here and doesn't even seem physically affected at all by the torture chair moments earlier.
Most of the other action throughout the film is fantastic though, in my view, but I just wish they could've somehow switched it around so bond Hijacks the submarine/Kills Renard and then has to deal with Elektra. Would've been a much bigger pay off that way!
....and the best he ever managed was a sermon on the mount.
