What's the best Bond film that's not based on a Fleming book?

I was thinking about my favourite Bond films (as so many Bond maniacs always do ) and it occurred to me that the majority of my favourite films in the series are based, at least in part, upon a Fleming story. Sure, some of them deviate from the original story (Goldfinger, Casino Royale) but all in all I think that the majority of the best films contain story elements and characters from the Fleming novels. This led to me think about the best film(s) not based upon a Fleming story. Off the top of my head I would say that the one which sticks out for me is The Spy Who Loved Me.

Licence to Kill encompasses "The Hildebrand Rarity".
Great Call. I love Skyfall. It would be a toss up between Spy and Skyfall for me. The honourable mentions would be You Only Live Twice and Goldeneye, which are both great.

So although this is a murky area, my favourite non-Fleming-story-movie would be either TSWLM or GE.
That said, how about we list the films that have the least Fleming in them? Brosnan must factor in highly. Tomorrow Never Dies surely is the first to have almost zero Fleming in it? Not even a title or a sub plot or a scene.

I would never had guessed, but hints isn't my strong suit.
Back on topic, YOLT, TSWLM, GE and Skyfall are the ones I enjoyed the most as films, but none of them are as enjoyable as those which are based on Fleming, such as Thunderball, OHMSS, FRWL, Dr No, Goldfinger etc.
