Problem with OHMSS DVD

About two months ago I bought a "brand new" (I'm not sure if it actually is anymore) 2015 DVD release of On Her Majesty's Secret Service from my local H-E-B. (If you don't live in the general Texas / Louisiana / Oklahoma area, it's a Texas supermarket that I believe has a handful of locations sprinkled north and east of the border) Anyways, this copy was four dollars "Brand New" and I thought I had come across a steal, since all I had was the 1999 DVD edition and it's VHS release of the same year, but when I opened it up, It was the 1999 edition, which I didn't want due to the dirt and grain visible on these masters. I did some looking and apparently all the other 2015 rereleases (Dr No and Octopussy) I found have the Lowry DVD masters, and on top of that, the 2012 release of OHMSS has a Lowry DVD master. Did this happen in all 2015 DVD releases or did HEB swindle me? (If so, i'm not gonna cry over 4 bucks)
