Which villain came up with the best plan?

It's a given that in Bondworld the villain will concoct a despicable plan with the aim of World domination or perhaps vast riches beyond all of our wildest dreams. The plan will always be fantastical, perhaps a tad over ambitious but we get to the point in the film where it looks as though Bond will finally get his comeuppance and the bad guy is actually going to pull his or her evil caper off. So confident are they that their plan will work, they can even tell James all the details as there is nothing he can do to stop it now anyway...

The breaking in and not taking any gold, rather contaminating it, does arose the suspicion that someone with a big interest in the price of gold may be behind it. It's got to be someone with access to his own fleet of several planes to spray the nerve gas too.
MI6 seem to already have him on their radar, and between them and the good chaps at Langley I reckon they might figure this one out. Changing his name from Auric Goldfinger could help lower suspicion!
I know Bond thinks this plan is inspired and Goldfinger would certainly have driven the value of his stock well up but I reckon he'd be too incarcerated to enjoy it anyway. A greedy man indeed )
There are plenty of countries that would not extradite Goldfinger to the US. Goldfinger was on his way to Cuba, but there are many nicer countries where Goldfinger could have enjoyed his life. And with all his money, Goldfinger would have had more power than the typical criminal. He could have taken over his own country.
In terms of fantasy plans, the best were the ones that most involved the villain's personal angst -- Goldfinger trying to reap a fortune on the gold market to overcome his inadequacies as a man; Blofeld, tired of the game, wanting to retire rich and titled in OHMSS; LeChiffre, a genius mathematician and psychopath believing so much in his own ability that he risks it all on a card game.
Come to think of it that might just be the simplest plan any Bond villain could have (simpler than Licence To Kill by a longshot), motivated by greed to sell the technology to the highest bidder, but it's part of the allure of the film for me.
Simplest might not be best but it's pretty close out of the "realist" plans. After all, there would've been no other Bond films if Bond was dead so that might just have been the best plan of them all.
Out of the fantasy plots, I have to concede that no other villain is a match for Drax...save for the Bond in his soup.
With white people not meeting replacement birth rate, Drax creating a white ethno colony in space would be noble minus the nuclear war, or bad gene extermination.
Zorin destroying the fault lines and flooding california i can also respect.
And then you have the ones where the evil organization pits east against the west a'la the siamese fighting fish metaphor. (FRWL, TB, TSWLM, OP)
So was LTK to be honest...and I think to a pretty large extent it had happened and has happened...which speaking of Breaking Bad...in Better Call Saul it was revealed that it was kind of how the cartel smuggled their stuff in...
but we're getting side tracked.
Evidently so plausible that Anthony Horowitz couldn't resist reusing it in Forever and a Day. I enjoyed that novel, but as the villain was explaining his scheme I was rolling my eyes a bit because it sounded so similar to LALD.
