John Rhys Davies. I'm surprised it took this long for him to be in a Bond film. He should have had a more long-term presence going forward.
Pushkin's part was originally written for Walter Gotell's familiar Gogol character, who has a cameo at the end. They substituted him with the new character, Pushkin, to bring in a new actor, but it would have been interesting to have seen Bond and M anxious about the idea of now apparently needing to assassinate their old detente ally, Gogol.

And only in this by fluke- his part was meant to be played by General Gogol, but Walter Gotell was ill and could only manage a cameo at the end.
