Apparently he was really keen to play it as a straight James Bond performance...like most people involved here, he wasn't really on the same page as anybody else.

I really liked Peter Sellers. Most of the Pink Panther films are really quite excellent, BEING THERE is close to being a masterpiece, and THE PARTY is a lot of fun. He's also excellent in DR. STRANGELOVE in three roles.
He's all thumbs here. It's painful to watch.
