From what I've heard and read, it's absolutely NOT the case. Harrison Ford remains the STAR of his own movie, and PWB's character is here to serve the plot and have Indy back in a brand new quest while he's about to retire.
Seduction has long been a part of espionage ie the term "Honey Potting". Smersh thought they were doing it to Bond in FRWL. No reason why Bond can't have an active sex life as long as it's clearly portrayed as consensual. I know it's a bit of a double standard, but a work around would be to have women aggressively pursuing Bond. Also, they need to make sure the woman are relatively age appropriate (especially as the new Bond ages over the course of their tenure).
With regards to Charlotte Kirk, just some more "look at me" self promoting tab nonsense we have always come to know and love in between Bond films.
