Notice that though he's killing Drydon in CR in cold blood (who's unarmed when he shoots him) and he was ordered to do this, the writers cooked up the scenario that has Drydon trying to kill Bond in cold blood first. In this situation. Bond has no qualms about doing him in because he tries to murder Bond. It's just a different take on Connery/Dent in DN. The fact the writers have Bond empty Drydon's pistol before only demonstrates Bond's professionalism in his job. Allowing him to try to use the pistol rather than just have left the drawer empty just gave Bond the bonus of knowing how bent a man M knew Drydon was (his selling secrets may have cost the life or lives of agents).
I don't think the writer's would ever show Bond assassinating a target in cold blood. They will always put him in a circumstance where he's doing it either in self defense of having to save someone's life, etc.
