Sound effect used in Dr No and Goldfinger

This sound effect is used in Dr No when Bond has emerged from the vent system and is observing the 'lab' and then in Goldfinger when he comes around on the table after being sedated.
was this another one of Daphne Oran's creations or was it perhaps written by Monty Norman?

Well, it's not part of the music score so wasn't written by Norman (or Barry either). In GF, Barry's music ("The Laser Beam") doesn't start until Goldfinger says "I will show you" well after the sound effects begin. Perhaps it's referenced in the Norman Wanstall interview referenced here: http://www.ajb007.co.uk/topic/47488/another-dr-no-soundtrack-question/
