Here's a quote from an article:
"Jesper Christensen, the man who played Mr. White in Casino Royale and Quantum of Solace, has confirmed that he will be returning for Spectre. Because of legal reasons, producers couldn’t use the name Spectre earlier, hence we got the shadow organization Quantum that coerced Vespa (Eva Green) to betray James Bond (Daniel Craig) and MI6. But now that the rights to the name Spectre have been worked out, it looks like Mr. White’s group may be getting a name change."
