    Nobody we know. I think it was just supposed to show a comparision of Bond himself. She's an independent woman. Has her own life.

    Certainly I thought it was C and that we were going to get some confirmation later in the film...will have to check next time I watch it!

    I believe it was supposed to be someone random, but I thought they missed the opportunity to give him a passing resemblance to Bond.

    besides: It can't be 009, when Moneypenny receives the call from Bond, she says it is HER boss to the guy. If it would be 009, she'd say that it was THEIR boss!

    Okay, then it would only make sense that is a random guy. That's what I assumed when watching the film.
