The "Dirty Half Mile" - Singapore

With all the reportage on the pending summit. I have been reminded that in Moonraker OO11 had disappeared in Singapore's "Dirty Half Mile". My internet research revealed some fan fiction, but I am curious ... does anyone know if Fleming based the location on a real place.

I'm dying to know just what made it so "dirty".
